ADSL speed problem

Well first of all let mi say Hi to this forum.... and sorry for my lousy English

Ok so I have a problem with ADSL speed, my speed should be 4mbit/s, and it was until 3 weeks ago, then it dropped down to 1.6mbit/s(190kb/s down rate), and my ISP is saying that the network around place where i live is slow, and that speed can't be higher... I think that they are lying to me, because i live in a house on three floors and guy that lives 1 floor below me has steady 3mbits/s... And because my modem information about ADSL line says so...

ok here are my modem(siemens gigaset sx763) specs:

Downstream rate: 4704 kbps
Upstream rate: 320 kbps
PPPoE pass-through: Disabled
ADSL Line

Status: Cable connected
Line mode: G.DMT
Maximum line rate: 7968 kbps (downstream) / 1252 kbps (upstream)
Noise margin: 18.9 dB (downstream) / 31 dB (upstream)
Line attenuation: 27.4 dB (downstream) / 16.5 dB (upstream)
Output power: 19.3 dBm (downstream) / 12 dBm (upstream)
 
Do you connect to a router or is it a switch connected to a router, if its a switch connected to a router and you are connected to the switch, try using the port that your friend are using. If you are connected directly to the router, there shouldnt be any problem, it might also be some virus or spyware thats busy eating your bandwith... Maybe you could get some software thats monitors your bandwith and see what exactly is using your bandwith.
 
I am connected directly to the router, his connection and mine are seperated(he has his own connection(his own ISP)), and i can see by led lamps usage of download, so there is nothing downloading... I am sure that my ISP wants to irritate me with sending idiots to repair my connection...

The thing that worries me is that my modem in specs says that i have 4707kb/s down rate... When i have only 190kb/s
 
kbits and kilobytes are different :P

so 4706 kbits per sec

with 190 kbytes per sec

btw 8 bits = byte
which you are at 1/3rd of its download speed

Solved, they needed to raise my profile, so, yeah they were lying to me
