Why do ISP's charge for speed on an uncapped account?
Why is there a difference between capped and uncapped?
Was this a serious question? If so, charging for speed is the only way to charge for uncapped since you'll obviously be using more data and/or bandwidth which the ISP has to recover some how. Why the difference between capped and uncapped - erm, one is uncapped and one is capped.
