ADSL Stellenbosch issues!

I logged a fault this morning and some technician called me, then did something and asked me to do a speedtest. Still got crap latencies and he told me he'd call back in the morning.

It really sucks. I haven't been able to play online games in two weeks now, with pings fluctuating between 30ms and 800ms.
 
The technician just called and I've got great pings at the moment. Pages also open instantaneously. He said he'd call back later to check back on it, but hopefully he did something his side to fix it.
 
Everything better this morning, not perfect but a hell of lot better than yesterday.
 
Our ADSL was down for a day on the 1st of June and according to a contact at Telkom it was to upgrade the network in the Cloetesville / Welgevonden area. Well since then the ADSL has been totally useless. Look at the speedtest results I am getting:

I think smoke signals is faster than our ADSL at the moment. Before the "upgrade" the speed was actually fine.
 
I am on Mweb 4Mbps, and just look at the latencies pinging Mweb:

You are right, this crap happened just after they worked on the network last week Sunday.
I'm really getting gatvol!! No jamming games or downloading anything!!!

The tossers closed my ticket without resolving it first. Going by their office in Stellenbosch later today and then bitching at them about it. This is ridiculous.

Weird my connection was fine this morning and now its crap again.I don't have time today, but tomorrow I'm going to their office as well.
 
Okay, the technician helped me just now and everything seems to be good, but he said he'd call back later or tomorrow to confirm.

According to him two weeks ago the lightning hit one of their fibre optic cables and that's what's causing the problem. No idea if this is true, because as far as I understand fibre cables are all buried. But oh well.
 
I have been living in Stellenbosch for about a year and a half now and finally made the decision to ditch this SWISH and 3G rubbish for a more trustworthy Uncapped ADSL line.

Obviously step one is to install a Telkom voice line. Luckily the wiring has already been done in my flat by previous tenants so I was just loooking to get activation.
So I gave Telkom a call and started the process however half way through I mentioned that I was only installing the line as to get access to get access to ADSL.
The Telkom rep then told me that ADSL is not available at my address and then read something to me along the lines of:
"Telkom's ADSL service is subject to network availability, distance, copper quality and line sync speed limitations. ADSL is a best-effort service"
I then asked him what does this mean and he replied with an "I don't know". I asked to speak to a manager and was put on hold for 45 minutes before I gave up.

I really have a hard time believing this because even in my country hometown of Tulbagh, we have managed to get an ADSL line.
Are they talking nonsense? or is it possible that it's just really not available?
I was wondering if anyone else in Stellenbosch has had this same problem as me or could at least give me a point in the right direction.

Side note: I live 2 blocks away from Springboks/McD's in a complex called Zimbabwe.
 
The Zimbabwe flats are literally right next to my flat complex and I've got an ADSL line. Got mine in 2010.

Anyway, my latencies seem to still be good. Let's hope it stays this way.
 
Also, I live next to Abelia , connection is perfect 94% of the time.

I spoke to someone senior at Telkom and he acknowledged that they have a huge problem with congestion in Stellenbosch and Franschhoek. Apparently they hope to solve it in the next three months! Ai, Telkom, it is difficult being a dinosaur, isn't it?
