Claiming to have totally crap speeds and providing test results as proof of said crap speeds are two very different things.
You are one of the lucky few who did not have major issues, then.

I have tried a guest account from another ISP and speed is close to 10mbps.

No improvment at all, really soon is taking far too long, why is the south always last to get upgraded??
