In this case, only Youtube is being affected, any other speed or latency issues would still be indicative of a line or Exchange issue.
Found these off of the old locallist thread:
Google IP: 196.23.168.147
YouTube: 196.23.168.144
These are local. Gonna try them out if anyone else wants to.

It's not just Youtube. Streetview, Google Music, all the services are affected by this.

About 15 minutes back, there was a huge change on the download speeds. All of a sudden I can get 180kb/s
So what ever your tech team did, thank them from my side. Means one complaint less from the fiancee tonight (I hope)

Yeah I used the IS cache since I thought that the MTN cache was what was being improperly routed to international.
So is it working now without the temporary fix?
