Sorry but you will need to expand on this.FTTH won't run through the ADSL Exchanges, so congestion shouldn't be an issue at all. If your Exchange is congested, it definitely isn't worth upgrading, that being said, if you're seeing latencies of 800ms that it more than likely an actual problem is affecting you as opposed to it being congestion.
1. FTTH will run through the same exchanges where there is currently ADSL.
2. If there is FTTH in that exchange area then there will be metro ethernet fibre backhaul links.
3. Ergo there should be no congestion but it points to an ADSL fault, either on the physical copper line, the customer's equipment or the DSLAM itself.
