It isn't the easiest issue to identify as it will only really become noticeable when the Exchange itself is under load. You can expect your latency to shoot up in the early evening and if the congestion is really bad your connection speed can also be affected.

If you run a traceroute to Afrihost.com you will often see a massive spike in the latency on the second hop.

What issues are your experiencing with your connection that leads you to suspect congestion?
 
I have had a really annoying issue on my Afrihost link where some sites times out as if DNS was not able to resolve host names. I have been dealing with the Afrihost support team since end of November without and luck in finding a solution. This morning "congestion at the Telkom BRAS" was the most likely suspect of the day, hence my question.

That doesn't sound like congestion though... Which DNS servers are you using at the moment?
 
At the moment I use the ones provided by the support team: 169.1.2.1, 169.1.2.2. I agree that it does not sound like congestion since it seems like it is only sites using cdn(content distribution network) servers that times out. I have tested the sites with my other link (IS) and all is fine when using that as well as a Telkom ADSL test account.

As Stated in my post, HTTP downloads are running at full speed, its just my P2P thats dodgy.
I just seem to lose ability to connect to seeders, i will have 30 seeders connected on various torrents and boom, they all just drop to 1 or none seeders even though they are available and its the same time each night

Sounds pretty odd.
What happens when you try switching to Google's DNS?
 
something is definitely not right browsing is very jerky and pages are slow to load and timing out this morning everything was fine
 
when downloading at 10meg to test after about a minute or 2 it gets throttled to about 7-8meg so yes definitely not right
looks like somebody is throttling or shaping the speed

Do you have any tests you can post?
Are these downloads torrents, HTTP, usenet?
Are realtime services unaffected?
Any other services running on your network?

My latency is currently around 50ms. So much much better. I've upgraded my 4meg line to 8meg and I'm streaming 100%. They have switched me back to Fast from Interleave though.

My downloads are dipping below 6mbps, to around 5.7. Not sure where I should be on an 8mbps line, but was constantly around 6.7mbps initially :)
