Evotel Package changes for new sign-ups are now live on the website.
Existing clients will receive double speeds on their selected package for free, but the 850Mbps will excluded. We have started sending out official communication to all affected clients.

Who determines the routing of an IP, Afrihost or Cloudflare?

I'm accessing a website, of which the DNS results in the following two IP's:

Code:
Server: 192.168.5.1
Address: 192.168.5.1#53

Non-authoritative answer:
Name: a.b.c.d
Address: 104.21.89.188
Name: a.b.c.d
Address: 172.67.191.6

172.67.191.6 routes to London:

104.21.89.188 route all the way to Pakistan:

So those IP's do not live in SA so the traceroutes are correct. Cloudflare decides what they announce to us in SA at NAP peering points. Since these IP's live in the UK and Pakistan it is probably Cloudflare or the website that decided not to enable ZA CDN.

Cloudflare will not announce their ranges that reside outside South Africa to us at NAP Peering points so we use our transit to reach these IP's

If it's still bad let us know so we can log a fault.
The same thing happened on Monday but it wasn't as severe, it went up from 10ms to 80ms went down to 15ms and then finally after another few hours it normalised back to 10ms.

I'm currently still in the 15ms phase:
