I'm not sure how to distinguish cables on a traceroute. These days most ISP have multiple redundancies, so it's possible for some resources to overlap.

How have you determined that this is due to shaping? Did you test with a Capped account?

Are you in a bundle? Are you also planning to downgrade your line to 2Mbps or stick with the 4Mbps line for the best possible performance?
There should be no issues with upgrades and downgrades now for your line.
Turbocharge alleviates the issue within minutes; it returns after the turbocharge runs out.
It really shouldn't count if one has to use Turbocharge between 6pm - 6am. I will test my netflix with turbocharge this weekend too, though I suspect I will have the same issue as you.

Dont forget to turn off the data priority setting. Super awesome with that off.
Wondering if the result would differ depending on how I connect to Netflix.. Currently doing it through a TV app. Will try the desktop client this evening.

That would usually indicate that shaping is the issue, though it's very strange because I've tested this multiple times and nothing has changed on our shaping policy.
Drop me a PM and lets run a few tests.
Still very slow download speeds via Steam, getting half the normal speed. All speed tests and tracerts show decent results. My account has been like this since late December 2013.
Tried downloading the latest Nvidia drivers, download will start at the correct speed and then suddenly drop to half, seems like my account is running at 50% capacity for some reason.

We don't have an static shaping policy, so there could always be shaping or no shaping applied at any time based on current demand. To introduce guaranteed unshaped times, we'd also have to introduce guaranteed shaped times

It's possible. Connecting via a cable as opposed to WiFi should give you the best possible performance on your line

Pretty odd, cos we'd very little shaping, even in the North, over December and first week of Jan. Did you see that you were shaped at the time?
I have a business account so there has been no shaping, or at least there should be no shaping.

That's definitely odd then. If we weren't shaping Uncapped accounts, then there would have been very little contention and business accounts should have performed at full speed on all services
