I'm not sure why anyone would buy additional turbocharges, especially if you are not on 10 or 20 meg uncapped accounts.
For 120 minutes of turbocharge (at R29), you could buy a 4+4GB capped account. And if you wanted the maximum top up of 600 minutes for R145, you could buy a 30+30GB capped account (with R20 to spare).
The prices are crazy for what you get.
Well, calculating the 8GB one, you have to pull 1.1MB/s to achieve 8GB in 120 minutes. You will never achieve this with overheads, so it would be better to get an 8GB capped account. Only 20mbps would benefit from turbocharge.That does make sense, so it's really up the individual. There's a lot more convenience to not having to change your username or use passthrough. Also, we don't limit by amount of data, just time, so it depends on how much data you expect to pull.

Edit: Calculations: the cap converted into Meg's divided by minutes then converted into seconds: 8*1024/120/60 = 1.138.
But the turbo charge isn't about pulling data. It's about convenience.
This is one of the reasons SA internet is so crap. Everyone just wants to know how much they can leech off the internet.

Having a shaped uncapped is cheap.
Having a shaped uncapped account that has turbos for the odd thing during the day is cheap and convenient.

I think we just disagree what's convenient for each of us, I like the idea more of having 8GB unshaped at any time of the month for however long, than being limited to 60 min pieces, when all I really want to do is get that 200MB file within the next hour.
Especially when it takes 30 minutes for the download, and you're then wasting 30 minutes.
line speed also makes a difference. 10 gb over a 20 mbps line is really not that much, at < 15 minutes per gb, 8 gb would work out exactly the same as your 120 turbocharge minutes.
