I've heard similar stories of people looking at the IOTA code only to find it utterly incomprehensible and without any comments - as though programmed by a lone stimulant fueled insomniac. For some reason I just never warmed up to the project - they were a bit too loud about how good the were in a bit of an arrogant way.

It was requested from Facebook to do it so that he can’t be accused of personal interest, decision bias with regards to the LTC ecosystem development. Facebook is preparing the big announcement that they will introduce support for Litecoin as payment channel.
