I also have a mi 8 lite (MIUI 12.0.3 and android 10) and the built in recording app works fine. I need another app to record whatsapp calls though. Tried one or 2 but it seems to record some times and other times not. Also it seems to interfere with the built in MIUI recorder in that the calls gets corrupted.Come and visit me and I will show you that it works.
I am using two phones Redmi 6A (Android 9 with MUI 10) and Mi 8 Lite (Android 9 and MUI11) and call recording works perfectly on all both.
On which of your Xaiomi phones with Android 9 and the MUI dialler does call recording not work?
The link you gave explains clearly that with Xaiomi phones on Android 9, that have the standard Google dialler, call recording does not work, and when they try to install the MUI dialler it crashes:

Xaiomi phones on Android 9 with the MUI dialler (pre-installed) all work perfectly.
