You can absolutely modify Android and even you state they mostly died out, so does that mean there still some custom ROMs? How is that possible if you "can't even heavily modify Android anymore"? The reason there are fewer custom ROMs is because the system has mostly matured meaning most users are satisfied with it and because a lot of individual apps won't work on rooted phones. Not because of your lie that "You can't even heavily modify Android anymore".
