Not sure how affects travellers.
What seems to affect is if your ship loose batteries. If the battery is installed like a laptop/ mobile devices, this seems to be fine for shipments. Well that how I read it from MyUS service.
I can understand them banning loose battery shipments. But already installed in a device, is not a problem in my eyes.
Companies like TNT and DHL can still ship 1 product with a built-in battery but not loose ones.
Then the battery also must not be charged more than 30%(don't know how they will check that) and it can only be shipped by cargo planes not commercial airlines which will increase the shipping cost considerably. Also there aren't a lot of cargo planes to South Africa and most shipping is done by commercial airlines, so it's very bad news.
So if you buy a $5 rechargeable flash light or $20 mobile power bank you will have to pay $30-$60 to ship it to South Africa and can't even use free airmail anymore.
People are still allowed to travel with their mobile phones that are on. But loose batteries that aren't powered on on a plane is not allowed to ship.
From Aramex to me when I shipped a phone with them:
"If you can find a shipping company that can ship the batteries, we will arrange that it get collected otherwise we retain the battery to the supply but there is a return charge of $10
Currently most courier companies don’t accept batteries

I still have 2 lithium-Ion batteries stuck in China and 2 empty phones that was delivered with Aramex.
If anyone knows of a company that can ship them to South Africa please tell me.
I can arrange that it ships with another item/equipment also if they don't allow separate batteries.
Currently TNT can only ship an item with a battery inside but they mention they can ship an extra 2 batteries max with a parcel on their website but all the companies that use TNT say when they tried to ship the parcel and TNT had other answers and didn't allow it.
