These okes sound like mini me versions of JK8 considering public roads their racetracks.

How do you know that it didn't happen at 2-3am?

A public road is a public road. It doesn't stop being a public road at 2-3am. You're welcome to use a race track if you want to go fast.

So how does one tell there will be "nobody on the road" 5km down the road?
 
Why? Set it at R500 and most of them won't be able to pay anyway. This douche was obviously able to afford a nice, fast, expensive car -- who knows, maybe the fine will force him to sell it and downgrade to a Fiat Uno.

Now this is an excellent idea. Force all those big-gee-whizz boys/girls to downgrade to a Fiat Uno for six or twelve months as punishment, so that they can feel what it is like to have a slow car. Hopefully they'll have more respect for other road users then.
 
He seems to think that experienced drivers don't make mistakes or crash. In Formula 1 those guys are professional drivers and I remember seeing more crashes than in Go Karting races.

Nobody on the road?

The nightclub around the corner often closes that time, so you have several drivers with various levels of alcohol heading home during exactly those times. Those are the drivers most likely to jump reds, or if it's not their area possibly doing silly stuff like driving down the wrong side of a road... or maybe falling asleep at the wheel even and drifting over to the wrong side of the road.

Viola - A driver going at the edge of his car's abilities with no absolutely no safe way of avoiding an unexpected obstuction.
 
They should add a mandatory 6 month community service with something like EMS, metro fire, SAPS collison units, or a local hospital trauma unit so that clowns like this who are "just having fun" can become a little more acquainted with with the consequences of people who think it's ok to drive like this. Let them spray the blood off the road, let them tell the bereaved family member that their kid is dead because he's an idiot, or that he's killed some poor child crossing the street, let them wheel the bodies down to the morgue after they die in resus.

Fun things like that.

This would probably have more of an effect than anything else suggested here. Although, depending on your financial situation, R40k could either be an issue, or not. Do they let them pay it off, I would guess not, if they can't pay it upfront?.

I have driven over the speed limit on numerous occasions in the past, excessively so a few times, but what's brought me back to reality is what exactly would happen if I had a blowout or hit an animal. I am much more sedate these days, and will just let the idiots (which I probably once was), overtake me.

I borrowed a friend's Uno once for a week, while my regular car at the time (Ford Escort) was in for maintenance, and boy was I relieved get my own car back. Now if you like Unos, good for you, but that is a car I never want to drive again.

So the stupid kid who probably doesn't know any better gets a massive fine and his license suspended, while the two government ministers who should know better and went faster get lesser penalties. I am going to join the anc so I can get a bmw and drive as if the law doesn't apply to me.

R40K is way too much, where will that money go to.....maintaining our roads???
Car should have been impounded and the license suspended for at least a year, personally, I think that would deter any further violations on our roads with regards to this specific driver.
