A bit of a late reply.Think that will work in ZA? You have lots of uninsured vehikkels on the road as most people can't afford inn-sewer-ants.
If they can bring a basic "jalopy policy" that'll cover accidents only, then I'll sign up for one. Otherwise it's too expensive for me, and I'd rather drive defensively and avoid nasty crashes etc. (I don't have inn-sewer-ants, being one of the many Saffers with not enough income to afford that...)

It’s illegal to drive a vehicle on a road or in a public place without at least 3rd party insurance.
Even if the vehicle itself is insured, if you’re not correctly insured to drive it you could get penalised.
Penalties for uninsured drivers:
The police could give you a fixed penalty of £300 and 6 penalty points if you’re caught driving a vehicle you’re not insured to drive.
If the case goes to court you could get:

In the UK it is law for each driver to have their OWN insurance, independently of the vehicle.

If implemented here it would mean even all those taxi drivers will need to have insurance
