My guess is that it's a relay that gets stuck in a closed state, start there before fiddling with the wires, it's the easier part.

once you have made certain all the negs on the fan circuit and relays are ok ,if it still does it you take the car back to the immobiliser installer and tell them to take the neg off the circuit its on and put it straight to chassis .common problem on older toyota and vw cars .but like i mentioned many pages ago ,diode pack in alternator was bleeding to chassis ,even though not faulty he connected to the wrong 12 v pin .Thought it would be a bit of power and the major issue is the alternator.
