I use about 10gig on 4MB adsl per month for browsing, uploading files via FTP (updating web sites..etc) and sending/receiving email. I currently have Openweb uncapped standard.. looks like I'll be dissapointed with it because it's now 8pm and it's downloading at 30k sec. Will probably move to Mweb - they better ? On the flip side I couldn't resist downloading all out on this uncapped... now I'm stuck with poor speeds it seems?

I'd rather go for a capped account for my browsing, emailing, FTP'ing, SSH, etc.. with better downloading capability than this uncapped account. Files that are 10-20MB big.. for updates and things that I need quickly.

Any recommendations ?

Have a look at Web Africa's capped accounts. It's like R599pm for 4-10Mbps connection and 10GB international cap. If you're a new WA user, then you get the first 3 months for R399pm.
The amount excludes telephone line rental which is like R133.30pm.

I'm currently using 30GB IS Local only and 1GB free Afrihost on my 4Mbps connection and I'm getting 420kB/s (full line speed of 4Mbps) pretty much any time of the day.

Nowadays you can get so much of the content locally, since many providers have local mirrors now. You can get a MikroTik RB750 router for fairly cheap (R400 once off) that would allow you to split the local and international traffic across multiple ISP accounts, which would allow you to get away with like 2-5GB international cap and say 10-30GB local only cap.
Of course if you only have 1 PC connected to the ADSL modem, you can use my Traffic Splitter application (for free) to achieve the same.
