Big Windows 10 update downloadable again

You didn't lie. To tell a lie you need to say what you know is false. You're just wrong, and you don't know it.
Maybe I am wrong, but this gestapo UAC blocks entire computer unless user accept to download updates.

Is it possible to set a Windows Firewall rule to prevent windows update from connecting to the internet?

You can try, but what you say if standard http port is also used?

Control Panel>Administrative Tools>Services>Windows Update>"Disable". Done.

Isn't it possible to block a program with Windows Firewall?
To be honest, I didn't try it yet. Like the update service get restarted again (see my other post), firewall can be reconfigured as well.

Did this and tried to install from the iso it says my product key is invalid, go figure. Think I'll let this update slide.
Was your copy of Windows 10 activated before you tried to upgrade?
