Blacklist Check

Hi guys. Is it actually possible in SA to check if a device is blacklisted or not? I've perused all literature that I thought could help me but seems like it's on a global scale with nothing localized. I have a device that I want to buy and the owner says it works on Cell C only. Now, it's an iPhone 7 and from my findings :
  1. It doesn't return a lost or stolen status on all imei checker websites like imei24
  2. It also does come listed as clean on these imei checker websites.
  3. Network provider lock under Settings>General>About says "No SIM restrictions"
  4. It's on iOS 15.1 which is the latest as i'm writing this, it's not yet bypassable so I'm sure it is not stolen.
My question is if it is blacklisted why is it working with a rain simcard and CellC? Is there a way of finding out without really going to every service provider, one by one to ascertain the status of this device?

Blacklisted and Network locked are two different things. What exactly is it that you are trying to determine?
