It is possible to add an inhibitor for specific APN's : You will need to inhibit the internet and Vlive APN's to prevent internet access on the number.
Speak to customer care to assist you with this..

Or just get a cheapy with no GPRS/EDGE/3G functionality.

I've got a cheapie I could give him, but then he loses all the other functionality (qwerty keyboard, camera etc) that he really likes (not to mention cool factor), so I think I'll follow VD's advice
