Cant restart, logoff or shutdown without pressing ctrl

For the past 2 weeks all pc and laptops on our network will not restart, logoff or shutdown when you click start - logoff etc.
Only way to apply the change is to hold down the ctrl key and then click logoff etc.

Any ideas, a change in Active directory maybe?

Server running 2003 R2
workstations are mix of 7 and xp.

Nothing.

And it's on every computer all of a sudden, no gpo changes.
 
Try this disable all start up item and non Microsoft services with MSCONFIG. Then restart and see what it does. Also check for strange processes or a scheduled tasks that may be running.
 
rsop.msc on effected pc's reveals NO policy on shutdown, restart or logoff or anything even related.

Refreshed policy as well, can only think to remove policy on server and then re-create in a few days time.
Or move some pc's to blank policy.
