You know those signs at licensing department? The ones that say, "Sorry, the computers are slow today. We are working on the problem.", yet the paper's turning yellow, the corners are dog eared and torn and the paint behind the notice is a different colour to the rest of the wall? That's what this error looks like. Without viewing the source, it looks like it's been hard coded into the HTML. No dates, no explanation, no estimated time to repair. It just looks pessimistic.
