First rule of electrical - assume everything is f'ing live! When complacency equals death I'd test, test and test again to be sure! No register would make me do otherwise.

The above screenshot is taken from the website that YOU have linked - it clearly states that the installer can DO IT FOR YOU, at an additional fee, and this fee is what they call the registration fee.

This tells me that if you do not want it done for you, you do not have to pay the fee, and you simply have to register it yourself.

My system is completely disconnected from the CoCT infrastructure because I am fully off grid, but still registered. Reason why I felt it necessary is because the fire department needs to know how many batteries are in their area to know how much resources/training to commit to that station to deal with house fires where lithium batteries are a risk.
 
Look,I get that it LOOKED like it costs money because the installer charges for it as an optional extra,but you've been shown directly from COCT's site that it's free. Continuing down this path is just you being an obstinate child

I will continue down this path. I want to know why CoCT only. Only a dumbass will be ok with "its free but you must have a COC". The COC is not free and is the same price as the failure to register fine, and is not needed anywhere accept CoCt.

Oh 100% without a doubt... But assuming you disconnect an entire substation from its main feed, at that point it would normally be a safe assumption that anything on the demand side of that substation would be always dead... but if there is SSEG connected, something could go wrong and a circuit that was dead could magically be live again.

You've been told multiple times why CoCT asks for the registration. And yes its cute as all hell to watch you backpedal by including the CoC portion now. You need to get the CoC done regardless buttercup, and that is not a CoCT requirement but a national one, so you should be having your little rant at uncle Gweezy

The other concern is the water situation in the Cape with CoCT cocting up the desalination plants and continued immigration to the Cape.

That story of it is for CoCT because CoCT knows its coming in the future is a BS story that only a dumbass will believe. Please explain again why there is an additional fee for CoCt only (charged by installers)?

I am assuming that I can not get a COC without paying for it, like tbunny is madly suggesting. And that this fee is for the COC or getting it, I might be wrong, these socialist rules are complicated.
