The other way around doesn't work either though. The cable for the riser sits on the crossbar at just the wrong place and puts way to much pressure on the riser usb port. With the card sitting on it like that for an extended period of time I have no doubt it would eventually end up breaking.

Below is what I've come up with. PSU is the only thing that would still be cable tied in place but there are 4 slots for that. Screw holes exist for for mobo and SSD, for the lazy people add some rubber strip or whatever and cable tie the mobo down.
140mm fan holes also in place, with enough room to fit a 303mm long card (the board is only allowed to be 304mm according to standards), if you place the fans 'outside' the frame then you've got 328mm for cards with overly big shrouds. Middle piece is for the risers of course, no screw holes because it seems there are various kinds with different dimensions, but with the GPUs screwed in as normal via the IO plate I don't the the need to screw down the risers too (you could always use cable ties if you feel like it). There are also slots under the risers for cable ties to assist with cable routing. GPUs are separated by the equivalent of (a fraction less than) 2 PCI slots to aid with cooling.
The extra height at the top allows enough space for one to stack the frame on top of another (since the GPU power cables stick out upwards. I first had these legs at the bottom but moved it to the top for reasons I don't recallI think it was simply because it looks more stable

Cable ties is the perfect solution
I'm just not a fan of relying on a plastic strip to hold R9k worth of equipment off the ground. As long as it's able to fail gracefully, fine (and not hit the board and short all sorts of stuff). They get brittle with heat over time. I'd use at least two per card.
