Cyberpunk 2077

I actually think there are some optimisation issues with Cyberpunk. I have an i5 7600 which is consistently at 90%+ utilisation, while my GTX 1060 appears to not be very taxed at all, despite the lower FPS. It's way more busy on older games like Titanfall2 than it is on Cyberpunk - which I don't understand.
Sounds to me like you're even more CPU bound than I am. Titanfall is likely less CPU intensive and is able to feed your GPU at a rate that your it can take full advantage of, hence the higher GPU utilization.

My GPU utilization is right up in there in the high 90's for the most part, until such time as I see my CPU max out on occasion on all cores.

It could certainly be a gamecode optimization issue, but having seen benchmark from others with more cores/threads even at lower clocks it does point to my core count not being sufficient at present.

Your CPU is bottlenecking

Your GPU should always be at 90 - 99% utilization. This means that the full capabilities of you GPU is being used and nothing is holding it back.

If your GPU is being utilized at lower percentages it means there is a bottleneck.
In this case it is your CPU.

I had the I7 7700k and had the same issue with RDR 2. My CPU was holding back my GPU

In my opinion this is not a optimization issue. A 4 Core CPU just isn't enough anymore I'm afraid.

Something not lekka with his setup, I'm running a lower-spec i5 4690 with a 1060 which is permanently at max load.

For those who want to expand their ending options, you also need to prove your worth to the Fixers by completing every side gig in their respective areas. Please note, gigs can break, so please save prior to triggering any side gig and when they don't prompt completion you need to reload to the point prior to the side gig being triggered. I had to replay one side gig thrice to get it to trigger completion, it was a rescue mission where the body didn't want to go into the trunk, you can put it in there, but it drops through the trunk, and then the gig break... third-time lucky. Save, save, save.

In my game all side missions can be completed, all NCPD scanner missions can be completed. It is only the side gig which may or may not bug out. Though I know CDPR is working on it, but something tells me that when a gig is already triggered into a broken state that it is how it will be in your current playthrough.

Do take note about this as it did impact my game. My Fixer completion cannot surpass 60% even though those missions are done. Yes, some endings can progress block when you have a broken gig.

It is very hard to grind to lvl 50, but doing side content can take you there. I have enough uncompleted to go lvl 50, but I am stuck in a lvl 46 'Groundhog Day'.

Do take this post under consideration should you wish to complete this game in its glory.

I also asked CDPR about a new game+ mode, but they didn't answer that question, because I argued that in the case my broken side quests don't resolve via patching that I could at least replay the game quicker with an 'unlocked' character (which I will only do when the game have gone 'GOTY' edition). However I did see this article,

Cyberpunk 2077 New Game Plus Mode is in the works – here's what we know

Hold onto your save file, you should get some more mileage out of it with Cyberpunk 2077 New Game Plus mode

Players have been hoping for a Cyberpunk 2077 New Game Plus mode since well before the game was in their hands, and with CD Projekt Red's latest now out in the wild, demand for a follow-up playthrough has spiked considerably. The prospect of ripping through Night City a second time with a whole save file's worth of upgrades in hand is especially enticing given how those upgrades can enhance your experience through added details and opportunities.

CD Projekt has publicly teased the idea of a Cyberpunk 2077 New Game Plus before, and according to a 2019 feature from Polish Magazine PSX Extreme (translated on Reddit), the mode was being "worked on." This feature is fairly dated at this point, but CD Projekt has never dismissed the possibility of New Game Plus. That said, given the launch troubles that prompted refund offers and a formal apology from the studio, CD Projekt will likely be prioritizing other updates for the next few months.

One thing's for sure: there's no Cyberpunk 2077 New Game Plus Mode just yet. There's still hope, however, given that The Witcher 3 didn't get New Game Plus until a ways after launch as part of a free DLC. Cyberpunk could do the same, but that's pretty much the only direction we have for now.

Even without New Game Plus, there are plenty of reasons to replay Cyberpunk 2077 or keep scouring Night City after you clear the main story. The web of Cyberpunk 2077 romance options runs deep, and the Cyberpunk 2077 respec system lets you experiment with entirely new builds (for a price).

Speaking of Cyberpunk updates still to come: here's everything we now about Cyberpunk 2077 multiplayer, which is expected to launch a few years from now.

My guess then is he is trying to push the graphics settings higher than his CPU can handle.

I don't like this at all.
Locking endings behind tedious fixer jobs is bullcrap.

To me it seems like an artificial way of getting more hours out of the game. That after they stated the main story will not be that long. So to get proper endings you need to grind away.

Instead of a long, meaningful and interesting main story like in the Witcher 3 you either get a short, meaningless one or a long and tedious grindfest one in Cyberpunk.

CDPR fecked up so bad with this game it's not even funny anymore.

That's a negative, Blue Ranger.

Whilst this is obviously sci-fi, take a look at it.

In real-life, your relationships and interactions determine outcomes. Why would the game be any different?

You didn't interact much with the fixer, you don't get all the goods. You tried your damnedest, they appreciate and reciprocate.

There is a difference.
Another example from the Witcher 3

Side quests affect the outcome of the main story, but side quests are unique and meaningful.

Witcher contracts do not affect the main story.

Fixer jobs are basically poorly implemented and tedious Witcher contracts consisting mainly of fetch and kill quests.

And there are a LOT of them.
Why should fetch quests have a large impact on the story?

Generating rapport and trust with the Fixer, thereby altering their perception of you and what they're willing to do with/for you?

You do realise this isnt the Witcher 3 right? It's a different game. Only the developer is the same. Witcher 3 comparisons are inevitable, but detract from the experience of THIS game.

Found four endings without going full complete.... how accurate is this?

Certain core chars have story arcs that require completion for unlocks but these aren't necessarily fixers... more companions - with rewards

I'm just using it as an example.
An example of good design choices vs bad design choices.

Majority of players will not finish every single fixer job before completing the main story.
They are alienating most of their audience.

That's a very broad statement to make.

Have you spoken to most players? Run a poll? Done a survey?

People play games very differently. Also, people replay games.

If they ever make a new Cyberpunk in a city called Sun City there must be a gang of boertjies with kortbroekies who calls you a p*** if you call them a gonk.

There are more endings, but I am not into main spoilers for this game. I haven't completed the game as yet, but I did explore possible remedies for my side gig bugs hence I had to read other peoples problems, but felt it best to report directly to CDPR.
