Performance wise Cyberpunk sucks on consoles, but so far majority here run in just fine on older pc hardware.
What is your graphic settings?
I'm guessing you are trying to run the game at higher graphical settings than your PC can handle.

GTA V is a 7 year old game. . .
I think I need to reinstall GTA5 to see what these guys are going on about. Last I'd played it, it didn't look anywhere as modern as CP2077.
Cyberpunk has better textures and lighting which is expected for a game released 7 years later. GTA 5 however does everything in the world around you better. AI of vehicles and people, explosions, water effects, etc. It's like CDPR didn't even try to make these things believable even when they had GTA 5 to compare their AI to, all those years.
It's not up for debate. The PS4/Xbox One CP2077 implementations are hot garbage.Cyberpunk has better visuals on PC. However on PS4 it's up for debate. Think Cyberpunk looks and runs worse than GTA 5. PS4 comparison:

I can run two games, and the older game looks superior to the newer game on the same hardware.
I'd love to have better hardware, but CDPR could also have done a way better job at optimising Cyberpunk. This isn't a novel view.

Imho most of the issues stems from running this IP on their new Propriety Engine*. Which if they truly made it for current gen consoles should have started there with the basic OO** methodology and once the building blocks are set, sex it up to next gen. In this manner you have two paths available instead of going next gen and reversing into current gen. Of course, they could have started this way and was told to scrap it and going the next gen route. Either way both of those will and did raise red flags as we have it now. My guess is one the latter happened or too many of lets restart the engine; think duke nukem forever.
Let's throw in another option: It's always been hazardous design, development and team with them but Cyber Punk was just that title that caught up with them.
*Probably why it took 8 years, you don't sommer write a new one unless they were building from their previous engines into this one.
**Object Orientated; I would think at least make the basic forms of what you want to do and then interlink them making it easier to spot and fix **** like 'can't run on current gen' or hey we've done racing, what about gun play and collision detection etc.
