If I am running 20-30 prepaid gprs mobile devices on internet APN, can I provision them with data bundles by doing bundle transfers from a single contract account, thus only having to purchase from one account, and having the benefit of lower rates on a 20GB contract?

You cant purchase a big bundle on contract and then transfer parts of the bundle to various prepaid numbers.You can purchase data bundles for the prepaid SIMs and be billed to your contract number.
