I noticed it as well. Most likely explanation is that they are throttling individual TCP connections to a certain speed. Since you are running lots of connections at the same time, your total speed goes up. More connections are bad, though, as it requires more CPU power to properly manage them, and some home routers may not have the available resources, so if you increase to too many streams, your speed will drop again.
I've seen the same thing with video streaming tonight. If I have enough simultaneous sessions open, I can get up to 30 kB/s total. However, each stream still takes a long time to download.
And 30 kB/s? I've not seen that for the past 2 weeks on my connection on torrents. Consider yourself lucky.
Thanks drukkie. See this is what ****ing irritates me about digichilli! I'm on a 384 line and I dont get 20KB. How can they allow others to exceed the speeds of 384KB when there piece of **** network cannot handle it?
1 thing to fix their network would be this:
They should HARD THROTTLE every single connection to 384KB as of right now.
Everyone cannot complain as they will still get their promised 384KB from digichilli. Dave catch a ****ing wake up!
4MB users: 200KB per second
384KB users: 15KB per second

Throttle the 4mb users to 512k even.
I hope daddyfly that DC is not your first adsl ISP then.... If it is, I bet you were back on 3G.
Please re-read my earlier post. The 4Mbps users can't get anything faster than the 384 kbps users on international connections at all, right now.
This is a bit disappointing at the moment for the speed I'm getting (this was my xmas present to myself).
IF anyone has anything to assist me with on any of the above issues, please let me know.

Yeah, SAOL @ R499pm with a 384k line.
Screamer will be offering me a test a/c er, this week is i remember correctly and then i will see how that goes.
If that is also unusable, then SAOL it is.
