OK so after my previous comment on this, let me give this a go...
The proficiency training and tests are really just FCA and firearm type theory, basic firearm handling for the type of firearm the person is doing proficiency for, and a really simple practical test ending with shooting at a piece of paper.
When it comes to temper etc., this is a difficult one, and the only current portion in the licensing test which caters for that to any extent is the character witnesses to be provided as part of the process.
Now we all know that an applicant will not go and provide witnesses who will give bad references, but at least the witnesses need to be close enough that it should highlight someone with serious anger issues (for example someone who assaults his wife), but it is not fail safe at all.
Also, most of us, including people with no intent of owning a firearm, want others to measure, judge and control what we can, or cannot do, and I for one certainly will not trust the government to have to measure this as part of the FCA process, so if this is required, who would do it, how would it be done, and how do we make sure it is fair.
People also change over time, someone with anger issues now might outgrow it, and someone without anger issues may be triggered by something random at some point and take out a bunch of people - so will it be measured once, occasionally, annually, or how (taking into consideration that the FCA process and management is a shitshow as it stands today already).
In the past I might have been labelled as someone with anger/temper issues, but I am one of the safest firearm owners out there and am very measured and controlled when it comes to all things related to firearms ownership and use,
it is just a real pity that I lost all my firearms in a boating incident (just to answer the original thread question).
