SAA, and the many other state entities need to operate as 100% private entities. No point fixing it up when the same plague that destroyed it will return once there's more gravy.

What the BRP's are trying to do is right size SAA Group. In other words, have enough people and things to run a business at least at break even. Get rid of the excess.
It doesn't mean all employees and all divisions must close and cease to exist. Those jobs are still needed, but perhaps only 70% of them.
The capabilities are still required. But the remaining staff may need to be absorbed by other businesses.
