If you're one of the lucky people globally who get this error than here is something you can try that worked for me.
1) Go to Options>Device>Advanced System Settings>Service Books (depending on your device);
2) Highlight a file 'BlackBerry Internet Service Book 2' (MUST have the '2' in the name)
3) Delete the service book.
There is no need to reboot, just go to your browser and download away.
P.S. This solution was found on this forum to fix the 'BlackBerry Browsing not working' problem. I tried it for the 'download failed' problem and it worked.

Instead of 'BlackBerry Internet Service 2', you can rather delete 'BlackBerry Internet Service'. If you delete 'BlackBerry Internet Service 2' you will have problems downloading large files larger than 150MB especially from places like Megaupload and stuff. Removing 'BlackBerry Internet Service 2' will also remove that automatic search function in your browser where you can type a word and select 'Google' or 'Wikipedia' or whatever and it will search for it on those sites.
To get your service books back, simply go to Options>Device>Advanced System Settings>Host Routing Table. Highlight the 'Wi-Fi' and click 'menu' (BlackBerry logo button) and click 'register now'. Getting those two service books is nothing reversable. If you do a battery pull they will be restored as well.
