The planning of the big celebration party for Honda at Suzuka started at the previous race already.
Same 2 drivers involved.
For the big party they needed the Honda driver to win WDC at Suzuka and thus need the closest rival to score as little as possible.
Previous race Perez leads Leclerc but two possible time penalties. They wait for race to finish(probably more than an hour after first offence) so they can see by what gap the Honda driver wins, so they can manipulate penalties so he can keep the win and party is still on schedule.
Day of party, make decision within a minute to give ridiculous penalty, so that party can start on time before podium celebrations.

Interestingly Max crossed over the line before the expiry of the countdown and thus had two laps to complete until the actual end of the race. Even Max's engineer states 2 laps remain and then final lap and then is informed there is some confusion and to just bring it home in case. Thus Charles essentially had no opportunity to mitigate the advantage he allegedly gained (debateable) as he was shown the checkered flag prematurely.
