The race director has the authority to decide whether to allow lapped cars to unlap themselves. According to FIA regulations, this can vary depending on the circumstances.
You are correct but the regulations never entitled the race director to decide which lapped cars. In the history of F1 and safety car regulations it was always ALL or NONE. The argument made was that the interpretation of the regulations that "Any cars" could be interpreted to be different to "All cars".

That's patently absurd as if you said any cars that jump the start will receive a penalty that doesn't extend to the race director deciding only the first 1 or 5 jump starters will be subject to the regulations.

no thats incorrect, he didn't select which cars could unlap themselves. 5 cars of the top teams had unlapped themselves already and 8 slower end rear of the grid cars had not done so.. he decided to let the pack race for the 1 lap remaining. If he had waited for the 8 slower cars to unlap themselves then the championship would have been decided under the safety car (how boring... no racing) he gave the world what it wanted, a race to the finish, and it was a flippen good last lap tussle. The rear 8 cars made no difference to the race results no matter where they finished.

No, it's factual. He only unlapped the cars between Lewis and Max. There were unlapped cars in front of Sainz to the top 2 frontrunners and 3 others in the top 10. It's a race not a championship decider hence the prejudice to both Sainz being unable to attack Max and everyone who wasn't lapped behind couldn't compete with cars in the way. Use your brain if only to understand how Max having ZERO attackers behind might be an unfair advantage.

The race director has the ultimate say... that's what the rules said and Masi decided to let Max & Lewis race. Now because your driver didn't win you now throw your toys. Sorry but sometimes Senna won and sometimes Prost won, you can't please both camps.

Many believe this was as it was broadcast after Max overtook Lewis but his comments were actually about the five cars that were being ordered to unlap. The new partial unlap communication was after the message that all cars would not be unlapped and the intervention by RB saying they should be. But it will survive in infamy.

Max Verstappen did not let Latifi crash. He also made no decisions about lapped cars.
He won the championship because he pitted for new tyres. Hamilton lost the championship because he stay out on old hard tyres,

Can’t find any of that in the FIA inquiry finding that led to Masi getting fired.
