You are correct but the regulations never entitled the race director to decide which lapped cars. In the history of F1 and safety car regulations it was always ALL or NONE. The argument made was that the interpretation of the regulations that "Any cars" could be interpreted to be different to "All cars".The race director has the authority to decide whether to allow lapped cars to unlap themselves. According to FIA regulations, this can vary depending on the circumstances.
That's patently absurd as if you said any cars that jump the start will receive a penalty that doesn't extend to the race director deciding only the first 1 or 5 jump starters will be subject to the regulations.
