Ok I just watched the onboard for Lance. First time for me but damn his race engineer never shuts up. Anyhow, the onboard shows Lance attempting & under instruction from his race engineer to try bring the car back. He's reversing, turning, reversing turning a few times which accounts for the Yellow, Double Yellow and at the Red flag he stops trying.The question isn't about the shorter time, it's why the Stroll red took 50secs.

There's also the logistics and cost of transporting around an extra car for the whole year, for a "just in case". All I'm saying is that if most of the car is available in components at the race anyway having a prebuilt chassis ready (less power components, wings etc which they transport already) as a rule wouldn't be that much of an ask considering the value of the sport. Treat it the same as any team building up a new car for a driver... all that changes is a stipulation that requires a partially complete car... and perhaps additional ~ 400kg in freight.They will then have to dictate the circumstances under which it can be used.
