Fast Upload and Ping, Slow Download

Hi All,

I live in Ravenswood, Boksburg and I have a strange ADSL issue. The Ping and upload speed are perfect but the download speed is poor. I'm not a heavy downloader and have only had the line for about 6 weeks so I doubt I'm being throttled as it's been shoddy from day 1. Axxess has escalated to the moon and back with Telkom as they believe it's either a crossed line, shoddy wiring at the exchange or an overloaded exchange. I've had 4 Technicians check my line and confirm the problem not to be at my house and advise that they believe the Exchange is to blame.

The exchange is +-5km by road from my house, I get crazy high Noise/Attenuation. My partner's mom lives 1km in the direction of the exchange and receives a flawless 4mbit line.

Any ideas? I'm at the point where I'm willing to bribe a Telkom Techie to go to the exchange and do SOMETHING to get my line right.

Router = D-Link DSl-2750U
ISP = Axxess
Line = Axxess
ADSL = 2MB Uncapped Combo

Ping = 25ms-
Upload = 450kbps+
Download = 50kbps to max 700kbps

Part 2: I'm considering Neotel's 5Mbit 25GB LTE for my place (I have coverage). Has anyone used this? Particularly for gaming.
