OP here (somehow my bbkf account is unavailable - have I been banned already?)
I just got off the phone with Milltech - according to them I've got 1 star with IS which means I shouldn't be expecting anything better than 10kbit/s. I told them I'd be thrilled to get a speed that fast, but I'm not. I gave them my 30day notice (hopefully the last 4 days are negligible) because if that's all they can offer me, I don't want it.
So which ISP should I contact? Preferably a low-priced, uncapped solution that will let me check my email and browse the internet on the same day

I'm afraid I have no idea what Milltech is talking about regarding "1 star with IS" but *shrug*.
Personally, I love OpenWeb, I've been with them for a year and a half and have always had quick resolution to any problems I've encountered. They have three "tiers" of uncapped available: lite, standard and gold.
They've recently been advertising a 384kbps uncapped promotion for R196, I believe that's the Standard package. I'd suggest e-mailing [email protected] or sending a PM to MrBEEP if you want to enquire more. All their accounts, unless stated otherwise, run on a 30-day notice, should you want to cancel, so no contracts.
I'm on 4MB Gold uncapped via the Altech backbone. There are three that I know of: IS, Vodacom Business and Altech. You could probably read more about it all in the OpenWeb Uncapped Feedback thread, or ask questions there.
I've never used M-Web so I can't really say much about that, but I hear it's also pretty decent. Honestly, I'd say stay away from "unknown" ISPs, but that's just me. However, you can also read up more and ask questions in the MWeb Uncapped Subscribers thread
