The United Nations now says its 2009 headline-grabbing announcement that 1 billion people in the world were hungry was off-target and that the number is actually more like 870 million. The U.N. Food and Agriculture Organization blamed flawed methodology and poor data for the bum projection, and said it now uses a much more accurate set of parameters and statistics to calculate its annual estimate of the world's hungry.

Great success in having the absolute number stay constant over the last 40 years.
 
Pffft, great, all figures linked to Africa went up. This is what happens when you have to start feeding the entire Zuma family... and Khulubuse. Continental hunger increases almost two fold.
 
But would it not have made more sense if they used a percentage to express the figure?
It depends on what level. If you're trying to convince investors the totals seem more convincing. If you're trying to tell people that global hunger has gone down you'd cite a declining percentage. Whatever your argument is, the fact that the absolute number of malnourished people have stayed constant in an ever growing population is of great success for recent history.
