Still interested to know how frequently they will occur. Or will there only be one hurricane tied to a story mission or two...

I can't imagine it being a regular occurrence. Since Rockstar focuses on realism a hurricane would significantly affect gameplay (visibility, aiming, npc and traffic density). Would be very cool if the radio, TV etc. would announce hurricanes a few days ahead.

A hurricane once every 400 in-game days or something like that would make sense to me. Or maybe even one every "2 years". A hurricane every 20 days... no thanks. That would be annoying.
