Well it's tricky to promote players into Officer ranks, the amount of time you've been around is certainly NOT the "auto promote" button tbh.
Being a GM/Officer is alot of work and having to listen to every emo-drama explosion ["whaaah, why is X in the raid group and not me? My DPS is better!"] . So quite often a GM picks Officer based on whether they can actually take some load OFF him, not ADD more drama.
I'd say if someone wants to be officer based on some Loot-Drop policy that gives an Officer priority to loot, then no, they should not get Officer. Not only does the guild have stupid policies, but being an Officer purely for the loot is not what i'd consider "contributing" .
Either way, if your guild has a proper loot policy, proper raid-selection policy which is transparent and visible, then i can guarentee you, no one would want to be officer. Why? Because as officer -you- will have to manage and administrate those policies. Loot-points/systems need to be maintained, schedules of raids need to be maintained, figuring out who should be in what raid needs to be worked out AND now you need to have a "Scoring" system of all previous raids to determine who is better to pick! Hell you will have to study everyone's Be.Imba score [gear ratings] and determine if they even QUALIFY to go on specific raids [i.e. having enough resists] .
On top of that, then you need players that can actually lead a raid. It's one thing to do all these admin stuff, but being raidleader is a totally different ballgame......that hilarious video clips from some angry raidleader with the DPK-minus!! stuff, that kinda stuff..you need to know the strats from every class angle and have to deal with 24 other players going to the bathroom, answering phones, forgetting TO MOVE OUT OF THE FIRE?!! and you know....
So, trust me, much better to just sit back and enjoy the ride as middle-ranked guild member

. I'd rather suggest a better and transparent loot system than demanding a promotion to get a shot at loot.
