It's HikSemi. You might know them under a different name, HikVision. They're not the same company, but HikSemi took over storage from HikVision. Newer drives (with words as names, such as CITY, FUTURE, etc rather than just E3000) are HikSemi's improved designs, while if you see C100 or E3000 WITHOUT a word in the model name it's HikVision's older, poopoo designs. Probably easier like this:
E3000 = older HikVision
CITY E3000 = newer HikSemi
The confusing part is they share a part number, HS-SSD-E3000-xxxG
As for the second part of your question, I honestly haven't the foggiest offhand. I'd have to get back to you on that.
I can only apply for $200 at a time, and up to a maximum of $ 1,000 per quarter, but also with a minimum required duration between funding rounds. Using almost the entire $200 on one day, on one order, is therefore not a great problem to have
