I've had it work for me a couple of times.
A lot of times the cause for issues like that is because of unhandled exceptions in applications. The Windows Error Reporting tool can be used to post issues to Microsoft which is then forwarded to the provider of that software. That provider can then either provide a solution or patch or give a reason why it has happened and when posting the same issue in the future, WER will pick that solution up from the database and provide that as the solution.
Obviously though, it is just a tool that MS has provided and if users don't post the issues using WER or if the providers don't react on the logged issue, it will never be resolved automatically.
A lot of companies that are Microsoft Certified Partners however, does take the received reports seriously.
