Help: Do not know where the problem is

Hi

Please could someone point out where my problem is. I have a 4mb line with telkom and a capped 50gb plan from openweb. My speeds have have steadily decreased. I have called telkom twice and they resest the port and my line went from 1.3 to 3.5. But the past week my line has been at 1.2. I am 18gb left for this month and during "uncapped" hours (12 to 6) my speed is a measely 1mb. I have checked SNR and all of those calculations and because I stay very close to an exchange I theorectically am capable of having up to an 8mb line. So getting up to my 4mb line should not be a hassle. Here is my tracert test. Please could somebody point on where the problem is. My ISP account is also unshaped.
But in this country I just dont know who to nag to sort this out or just move ISP's.

That SNR margin is horrific - I'm surprised you have internet at all. Judging by your tracert you have serious packetloss too. Get the freeware version of pingplotter and ping mybb for an hour and post the packetloss.

Stating the obvious. Not great advice!
It's a diagnosis useful to someone who can't interpret the numbers and thus does not find it obvious. Also relevant to the question asked in the title of the thread.
