So, there is a song that got radio play in the early 2000's (2004-2005 perhaps). I'm afraid I don't have much to go on.
Lot's of googling hasn't given me much, except to think that the style would be called "dream pop" (maybe):
This song had a riff that has stuck with me (kind of) for many years. Every time I heard it in passing I would wait to hear the artist, but it had already been mentioned, or was in a set.
The lyrics were softly sung, and hard to distinguish the words, and the music fits the "ethereal wave elements" mentioned above. The main chorus was something like:
