Host wanted for a Newspaper

My G/F wants to host her Newspaper it is about 16 pages. Will need about 100 megs max.

What and where do I start
looking for the above.
Must be as cheap as possible.
What FTP is the easiest to use?

No rude comments about sheep.

I've also used FileZilla http://filezilla-project.org/ for FTP.
