Aircons are fantastic for heating a room. 300% or higher efficiency - my old LG inverters used to use 1.1kw to generate nearly 4kw of heat.

As safe as you make them.
Regularly inspect hoses and seals, and make sure you buy a reputable brand.

SA houses aren't sealed enough for oxygen/CO to be a problem in most cases.
