I eventually cut back my tomato's 3 times to keep them from basically filling up my whole greenhouse. Typically the leaves are the first parts that grow of the stem. The second shoots between the leaf and stem is called the sucker. That grows a new offshoot with its own leaves and more suckers. You can pull them off wherever you don't want the plant growing further. BTW you can grow the suckers as cuttings.
