For me the issue is not that they don't want to spend a cent on the idea, the issue is the don't want to spend anything on it. Not their time, not further refining it on paper or using online software to design the screens. The whole process for them should be about the journey. The lessons about startups they will learn, the contacts they will make, wanting to improving the world. How they can the knowledge they gain in the app to help them in their other businesses. How, even if the venture fails, they can still come out ahead, based off all the knowledge, contacts and lessons they gained which they can use to apply to future ventures. This is also called pivot.
Instead their motivation is just the idea and it's worth. That motivation is wrong to start with and will lead to failure.
