Inclusion of the Local Loop in the Privatisation of Telkom.

It doesn't. They own the cable.

What gov can do is force telkom to provide access too the SAT3 cable @ wholesale.

The SAT3 Cable and the Local Loop should never have been bundled in the Privatisation of Telkom.
One has to seriously question the reasoning behind the decision to make it so at the end of the 1990's and the people that were involved at the time.
Was the decision out of ignorance to it's repercussions?
